City Hires Interim City Administrator / Finance Director

The Glenwood City Council has agreed to a contract with an Omaha-based consultant to serve as Interim City Administrator / Finance Director while the city finds a replacement for outgoing City Administrator/ Finance Director Mitch Kolf.

Under terms of the agreement, which went into effect May 4, Al Vacanti will work a minimum of four hours and a maximum of 24 hours per week at the discretion of Mayor Angie Winquist. He’ll be paid $125 per hour and reimbursed 50 cents per mile for his round-trip commute from Omaha.

Vacanti’s duties will include working cooperatively with the mayor, city council and city staff in carrying on the daily duties of the position. He’ll prepare and assist in the production of monthly financial reports, post daily weekly deposits, respond to citizen emails, communications and inquiries, attend weekly meetings related to active Community Development Block Grant projects within the city, attend regular city council meetings and provide the council with helpful data and information as they make decisions on issues of importance.

Vacanti will also assist in the training of the person who is hired to be the full-time city administrator/finance director.

The city has hired Hinson Consulting for a fee of $12,400 to facilitate the recruitment and hiring of a new city administrator / finance director. Hinson is the same firm the city hired for a fee of $18,000 in 2024 to find a replacement for former City Administrator / Finance Director Amber Farnan, who left the position after being elected Mills County Auditor. Kolf was hired as Farnan’s replacement and began his duties with the city in January 2025. He tendered his resignation, effective May 22, after accepting a new position in Kansas City.

The city is advertising the annual salary for the City Administrator / Finance Director position at $123,000 - $133,000, based on qualifications and experience.
